In the case of a purely 2D use, the OpenCities Map Powerview application may be sufficient. It has the great advantage of being much cheaper than the full version of MicroStation by sharing with it the same file format and all the power of its 2D drawing functions.
The 3D elements created by other applications will be visible and sticky but you will not be able to create or modify them.
Parametric drawing or the use of parametric cells will not be possible.
